The Health Information Technology for Economic and Clinical Health (HITECH) Act of 2009 authorizes the US Department of Health and Human Services through the Office of the National Coordinator for Health Information Technology to promote health IT with a focus on improving health care efficiency, safety and quality as well as ensuring private, secure electronic health information exchange. HITECH Act has driven health IT implementation. Prompted by evidence that use of health IT substantially improves health care quality and efficiency, the legislation has encouraged health IT implementation. Besides providing evidence to show that the health IT are beneficial, the Act has encouraged health IT adoption by providing financial incentives to providers who demonstrate “meaningful use” of the technologies. Also, the tough penalties for HIPAA compliance failures have acted as an incentive for compliance with rules governing health IT use, particularly the privacy and security rules (Rivas & Wac, 2018).

HITECH Act has improved clinical care by encouraging the use of health IT that are leveraged in data management for health care benefits, such as determining data measures and metrics for quality improvement. In addition, it has improved patient-provider interaction by leveraging the technologies to facilitate access to information and communication. Besides that, the policy has ensured that health IT is integrated into workflow so that medical personnel spend less time on data management with more time for other activities (McGonigle & Mastrian, 2018).
